This is, I believe, the second of three books about Jon Shannow, also known as the Jerusalem Man, so named for his life quest to see the lost city. Shannow lives in a world about 300 years in the future, 300 years after a vague event which seems to have rotated the world causing the oceans to redistribute.
In this new world, the level of technology has reverted and people live at about the same technology as the mid 1800s. Jon Shannow is a gunfighter and sometimes lawman, called a towntamer in his world.
A man of iron principles, he is often tired and filled with self-doubt.
